We have put together a guide that you can download to help you to write your Inquiry submission. The Inquiry submission is not the same as the EPA Options Paper submission you may have completed in April or any letter of objection you may have sent to politicians. This is a new submission, and it is very important that we all talk to friends, family and colleagues, to ensure everyone understands the assignment! A submission does not need to be long, formal or detailed. It just needs to clearly set out your views in relation to the terms of reference for the inquiry. The Inquiry Terms of Reference includes 'any other related matter' so use this term if your concerns, opinions, evidence etc. is relevant but does not fall under one of the other terms.
  • introduce yourself or your organisation
  • state whether you are addressing some or all of the terms of reference
  • be relevant, clear and concise in sharing your views
  • outline what the issues are, and include potential solutions/recommendations
  • refer to any other supporting material if relevant, like legislation, reports or research
  • use clear structure and page numbers
  • avoid including adverse comments about others
  • indicate whether or not you would like to give evidence at a hearing.

What is a parliamentary inquiry?

After a motion for an inquiry is successful, the committee is formed and a timeline for the inquiry is established. Committees will often start an inquiry by calling for submissions from the public and relevant organisations. Submissions inform committee members on matters relevant to an inquiry, and show how you, your organisation, or your community feel about an issue. Committee reports usually refer to and quote from the information and arguments presented in submissions.
A submission should preferably address the terms of reference of an inquiry. The terms of reference set out the scope for the inquiry and can be found on each committee's inquiry page. Most submissions received by the committee are made public and published on the committee's webpage. If you would like all or part of your submission to be made confidential, please contact the committee staff.
A committee can invite individuals and representatives to give evidence at a hearing. A witness may have made a submission to the inquiry, but this is not essential. You can ask to appear as a witness, but the final decision will rest with the Committee. Not all individuals who make a submission will appear as witnesses. Committee hearings allow members of Parliament to hear directly from the public, interest groups and organisations. They also enable members to seek clarification or further details about issues raised in submissions. Committee hearings are usually held in public, people can attend public hearings held at Parliament House or at other locations around NSW; however sometimes they are held in private (in camera). In such cases the public and media have to leave the hearing room.
Once a committee tables a report, it is available on the committee reports page. If it contains recommendations, the Government will have to respond to them within 3 months. Government responses will also​ be available on the reports page once Parliament has received them.
